“Measures for the Administration of Registration of Hazardous Chemicals”, as deliberated and adopted at Director's Executive Meeting of the State Administration of Work Safety on May 21, 2012, is issued in the No. 53 Order by the State Administration of Work Safety on July 1, 2012. The “Measures” includes general principles, administrative authority, registration time/content and procedures, registrant responsibilities, supervisions/managements, and liabilities, in 7 Chapters and 34 Annex. It comes into force on August 1, 2012.

 Administrative Authority

The Registration Center for Chemicals of the State Administration of Work Safety (hereinafter referred to as the “Registration Center”) shall be responsible for specific work and technical management of the registration of hazardous chemicals of the whole country. The provinces, autonomous regions and municipalities directly under the Central Government shall establish chemical registration offices （hereinafter referred to as “registration offices”） to undertake the specific work and technical management of the registration of hazardous chemicals of their respective areas.

 Hazardous Chemicals Subject to Registration

Manufactured or imported hazardous chemicals which are listed in “Hazardous Chemicals Catalog” need to be registered. For chemicals with unknown hazards, identification should be conducted. , For chemicals with identified hazards, registration should be conducted.

 Time for Registration

Newly built manufacturing plants - before final acceptance check of plant construction.
Importers - before the first importation.

 Registration process

 Registration Dossier of hazardous chemicals should include the followings

1.The classification and labelling information, including hazard categories, pictograms, signal words, hazard statements, precautionary statements, and etc.;
2.Physical and chemical properties, including appearance, solubility, melting point, boiling point, and other physical properties, as well as flash point, explosive limits, auto-ignition temperature, decomposition temperature and other chemical properties of hazardous chemicals;
3.Primary uses, including recommended uses, prohibited or restricted uses, and etc;
4.Hazard characteristics, including physical hazards, environmental hazards and toxicological hazards of hazardous chemicals;
5.Safety requirements for storage, use, and transportation. Safe storage requirements include building conditions, warehouse conditions, safety conditions, environmental health conditions, temperature and humidity conditions, and etc. Safe use requirements include operating conditions, personal protective measures, on-site hazard control measures, and etc. Safe transportation requirements include transport or delivery requirements, hazard information exposure to transportation staff, safety measures in loading/uploading and transportation, and etc;
6.Emergency measures in dangerous situations, including emergency treatment, emergency call number in chemical accidents, such as fire, explosion, leakage, poisoning, suffocation, burns, and etc., in the production, use, storage, transportation of hazardous chemicals.

 Documents to be submitted in Hazardous Chemicals Registration

1.Two copies of Hazardous Chemicals Registration Form;
2.One set of copies, including business license of manufacturer registrant， international trade registration form filled by importer registrant, qualification certificate for PRC importing and exporting business, approval certificate for investment from foreigner or Taiwan, Hong Kong citizen;
3.One Safety Data Sheet and one set of Labels of chemicals manufactured or imported, compliant to National Standards;
4.One copy of commissioned contract or telephone number for emergency call service that can meet the provisions of Article 22 of ”Measures”;
Specification standard of the Hazardous Chemicals to be registered (according to National Standard or Industry Standard, of which the standard number should be provided;
