Brief introduction of major technical revisions of the United Nations GHS (8th Revised Edition)

On March 19, 2019, the ninth meeting of the UN TDG and GHS Expert Committee released the main technical revisions of the 8th revision of the UN GHS. GHS(rev.8) is expected to be officially released in July 2019.
 
Compared with GHS (7th revised edition), the 8th revised edition covers 11 chapters, including Chapter 1.2, Chapter 1.3, Chapter 2.1, Chapter 2.2, Chapter 2.3 and related Annexes. The contents of the major adjustments include:
 
1. The aerosol classification standard has been updated, and the “chemicals under pressure” sub-category has been added, with corresponding definitions, classification criteria and label elements.
 
2. Changes in skin corrosion/irritation classification related contents, a clear classification criteria and guidance on classification based on human data, animal in vitro/ex vivo test data, other existing animal skin test data, chemical properties (extreme pH values), and non-test methods such as quantitative structure-activity relationships (QSARs), tiered approach has been established.
 
3. For the Precautionary Statement P102 “Keep out of reach of children”, two new pictograms are recommended, mainly adopting two widely recommended pictograms by the International Association for Soaps, Detergents and Maintenance Products (AISE) and the Japan Soap and Detergent Association (JSDA) in consumer goods:

4. A new label sample (example 10) for the sets or kits was added.
 
5. Annex 11 “Guidance on other hazards not resulting in classification” was added, this guidance aims to provide information that facilitates the identification of hazards which do not result in classification, but which may need to be assessed and communicated. This section provides guidance on the factors that contribute to a dust explosion hazard and on hazard identification and the need for risk assessment, prevention, mitigation, and communication.
